Projects progressing smoothly: UD Dept
ITANAGAR, Oct 15: The delay in implementation of the projects under Basic Services
for Urban Poor (BSUP) and Urban Infrastructure components of JnNURM sanctioned by
the Central Ministry of Housing & Urban Poverty Alleviation and Urban Development
respectively at the initial stage was due to some administrative reasons. Clarifying
the news items published in this daily on October 14 and 15 regarding CAG reports
on status of implementation of the projects, the Joint Director of Department of
UD & Housing, in a release said that Karsingsa Housing project, Nirjuli, was delayed
at the initial stage on account of shifting of the project site from Karsingsa to
present location at Nirjuli as the land available in earlier location was inadequate.
Delay was also due to other administrative reasons as the department cannot right
away implement the CSS project on receipt of the sanction and release order from
the Ministry, the release said. The Central Ministry has extended the time line for
completion of the project up to 31-
It claimed that out of 47 Blocks (752 DUs), 6 Blocks (96 DUs) up to ground floor, 15 blocks (240 DUs) up to first floor, 8 blocks (128 DUs) up to 2nd floor; 3 blocks (48 DUs) up to 3rd floor; and earthwork excavation in foundation of 15 blocks in progress have been completed and boundary wall and approach road are under progress.
“The Govt. of India had released first instalment of Rs.1014.81 lakh which is 25% of its share against which 30% physical progress has been achieved as on date,” the release said adding that the project executing agency M/s National Project Construction Corporation Ltd (NPCC), New Delhi was provided Rs.450 lakh as mobilization advance/payment against an Indemnity Bond of proportionate amount in lieu of the Bank Guarantee as the agency (PEA) is purely a Govt. of India Enterprise.

ITANAGAR, Oct 15: Stating that the state Govt has decided to deal with the bandh calls seriously, the chief secretary today informed that directives to all state Govt offices in the Capital Complex including secretariat/ department offices have been issued to keep their offices open during the proposed 12 hours capital bandh called by an organization on Oct 17.
Citing the Supreme Court and various high courts orders which declared the bandh illegal, the chief secretary further said as per Govt directives, state transport service, hospitals, schools shall function smoothly during bandh days and Police department shall ensure adequate mobalization of force to ensure that no untoward incident take place during the bandh.
The Capital Complex district administration had already declared the proposed bandh illegal and directed the Itanagar SP to take all necessary preventive steps.
PPWC seeks written assurance on power scenario, decides to go ahead with 72 hrs East Siang bandh

ITANAGAR, Oct 15: Pasighat Peoples’ Welfare Committee (PPWC) has decided to go ahead
with its 72 hours East Siang bandh from October 16-
It is worth mentioning that a meeting was held at Chamber of Deputy Commissioner, East Siang district, Pasighat this evening regarding restoration of power supply in which PPWC demanded that in case of any default in power supply to Pasighat, the concerned authority should restore it within 24 hours particularly between Aalo to Pasighat line.
However, the concerned authority could not fulfill the demand of PPWC in the meeting.
Earlier, addressing the meeting, East Siang District Deputy Commissioner RK Mishra informed that as a result of hard work by the power Department, power supply has been restored.
He urged the power department to notify the public as and when there is any power failure for more than three hours.
He further said that, in the case of power failure due to faults of minor nature like faults of the electrical poles/towers within the jurisdiction of East Siang District the same would be locally managed and every effort would be made by the department to restore it and even special teams will be deployed and stationed to address all the problems.
He also assured that he would personally take up the issue related to the power problem at the government level and efforts would be made to see that power supply to Pasighat town and adjoining areas is available without interruption in the coming days as Pasighat would receive uninterrupted power supply from Assam as mandated by Govt. of Arunachal Pradesh. Further considering the ongoing festival season and sentiment of the local people, he requested the civil society to come forward with a resolve that no hardship is caused to the public during the festival time for which he requested that no steps should be taken to disturb the peaceful atmosphere of the town.
Power department SE, R Bado assured to the public representatives that from now onwards the general public and public leaders, executive members of PPWC, senior citizens would be kept informed by the power department and the power would be restored within hours if the problem is minor in nature. In major cases the efforts would be made to get it restored within shortest possible time.
Both Bado and Mishra appealed to the PPWC to call off the proposed Pasighat bandh. But, the PPWC Chairman refused to call off the proposed bandh due to failure on the part of concerned authority to give written assurance as people of Pasighat had already witnessed impact of lips service particularly in electricity issue.

NES team visits Buka, villagers appeal Govt to take up eviction issue seriously

ITANAGAR, Oct 15: A Nyishi Elite Society (NES) team led by its presidents Bengia Tolum visited Buka village under Kimin circle today to ascertain the ground reality where Assam Forest officials and Police Personnel dismantled one Anganwadi SPT building/centre within Arunachal territory without any reason on Saturday last.
The village elders of Buka informed the media persons that the Assam officials who carried out the eviction drive directed the villagers of Buka to avoid construction of any permanent structures in the village including pillars of their dwelling houses.
They further informed that, in 2010, Assam officials had evicted government primary school, Buka and some miscreants had also stolen all the electric wires installed by Arunachal government at Buka.
They further said that though the state government has reconstructed another primary school in the hill side after demolition of primary school by Assam officials in the plain area, the said school was again damaged by an elephant in the same year. Since then, no academic classes were held in the said school and the teachers also stop visiting the school.
The villagers expressed their displeasure over the carelessness of the state government despite complaint lodged to concerned authority regarding illegal eviction. They said the state government needs to look into the matter seriously this time and take steps for construction of road from Doimukh to Kimin via Buka without touching Assam immediately.
Meanwhile, terming the dismantling of Anganwadi centre as aggression, NES President Bengia Tolum expressed his disappointment over the eviction drive carried out by the Assam officials.

concerned authority and the concerned village head before carrying out any eviction

MP visits flood affected areas, criticizes authority for pathetic Pasighat road condition
ITANAGAR, Oct 15: MP Ninog Ering visited the worst flood affected areas at Mirem, Bilat, Ledum and Kora on Sunday last to take stock of the extent of damage caused by the second wave of floods to the standing crops, infrastructure and road connectivity.
He was accompanied by the BCC President Takir Kakki, VP Rari Riba, former ZPM Dosen Ringu and engineers of PWD and WRD.
The MP directed the EE PWD to prepare a detailed plan to address the damage caused by floods. He gave spot sanction of five lacs to start initial work of road clearance with the help of departmental and locally managed JCBs and laborers. He further assured to take up the issue with the state government and DoNER ministry for necessary funding.
During his visit, Ering prioritized restoration of MICs in the areas and sanctioned Rs 3 lacs each to Ledum and Bilat and Rs 4 lacs to Mirem.
Meanwhile, EE (PWD) J Langkam informed that blockages are yet to be cleared at more than fifty places and in many places the rain also washed away formations, culverts and retaining walls adding that for proper restoration an estimated 10 Crores of amount will be required.

During the formation cutting of the proposed ‘Amusement Park at Pane Korong’ by Urban Development department the pipe lines were damaged causing severe water crisis in bazaar area, police colony and adjoining areas in particular. The MP sanctioned three lacs on the spot for immediate restoration of drinking water pipe line.
Further, the MP has expressed concern over poor maintenance of the roads within Pasighat Township by Urban Development Department using huge funds provided by the government.
Taking the dilapidated road condition, he criticized the executing agency and contractors for their inability to repair the damaged road up to the expectation. People blame UD dept for drinking water problem

PASIGHAT, Oct 15: The indifferent act of Urban Development (UD) department in East Siang, which has been facing massive criticism for its alleged failure to maintain the drainage system in Pasighat Township, has once again drawn massive public ire this time for an unjustified reason.
The (UD) department has engaged some JCB excavators for digging a large area for construction of a “Swimming Pool” at Pane Korong, and in the process all the water supply pipelines in the township have been indiscriminately damaged causing disruption in water supply to hundreds of families of Solung Ground colony, APP colony, Upper Bus stand, Mission colony and a part of Pasighat Bazar
The sufferers said that the UD department is accustomed to break drinking water pipelines without any hesitation thus showing utter irresponsibility.
“The excavators engaged by UD department smashed all water supply pipelines at Pane Korong site without any hesitation. We are demanding the UD officials to repair the broken pipelines as soon as possible, but they are not paying any heed towards our problem. We are suffering from acute drinking water crisis since October 1 last”, said the sufferers.
Angry over the inaction of UD department, the residents on Sunday assembled in a public meeting at Pasighat Solung Ground to discuss the problem.
Addressing the meeting, public leader Kaling Moyong severely criticized the imprudent acts of the UD officials and warned them to refrain from any developmental initiative at the cost of common people. Needless to say that drinking water is much more important than a swimming pool, he opined.
According to the PHE department, it was unaware of the fact as the UD did not intimate them about the initiative. However, the department has partly restored water supply through an alternative pipe line.
Assistant Engineer of PHE, Nyong Paloh informed that men and machineries have been pressed into service for restructuring the water pipelines.
Eminent citizens, including BJP district president Denniel Mibang, PPWC member Mitin Osik, Solung Ground Development Committee president and secretary Talem Padung and Gumin Taki and several others have attended the meeting and unanimously resolved to move the district UD department for proper planning and development in Pasighat urban area.
Centre issues guidelines to states on project sanction
New Delhi, Oct 15: The Centre has issued guidelines asking the state governments to incorporate plans for water conservation and sewage disposal in the Master Plans for cities before any projects are sanctioned.
Urban Development Minister Kamal Nath said that in the next phase of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), sustainable cities would be encouraged.

Bengal Frontier Regulation Act 1873 safeguards Arunachal Pradesh from exploitation
by making Inner Line Permit mandatory for outsiders to enter the state. But despite
such constitutional guarantee the flow of immigrants to the state is constantly flourishing.
As specified in Section 3 of Inner Line Regulation or Bengal Eastern Frontier Regulation
1873, outsiders or any Indian national other than the indigenous should possess Inner
Line permit to enter the state of Arunachal Pradesh. Section 7 of the regulation
guarantees the legal rights of the tribals or natives on their land. The outsiders
are not entitled to acquire interest in the land or the product from the land within
the inner line without obtaining sanction or permission from the local administration.

The provisions enshrined in Bengal Frontier Regulation Act 1873 were practiced in letter and spirit till 80s but gradually Inner Line Permits became mere official obligations. Earlier ILP was rightly issued by local administration only when a local undertakes as guardian but gradually availing ILP became an easy job.
The present trend of influx in Arunachal Pradesh is alarming. There are reportedly
thousands of illegal Bangladeshis in the state and Changlang -
Local business houses without a second thought and without going through their background practices the tradition of hiring wage labourers from outside who are left astray after their purposes are served. Once they are strayed, proximity with locals is developed leading to transformation into legitimate guts to commit crimes of various magnitudes. In such instances the local public leaders come forward to their defence. In true sense the locals are solely responsible for the influx as they in different capacities often look forward for low paid labourers and stand like a rock in their defence. These practices contribute largely to degradation of social systems and augmentation of law and order problems.
In paper, “Bengal Frontier Regulation Act 1873” protects Arunachal Pradesh from illegal infiltration but in reality there is no mechanism in place to check influx. Encouragingly during the monsoon session, Chief Minister Nabum Tuki stated on the floor of the state assembly that his government would soon form a panel to study the issue of Bangladeshi illegal migrants and prepare a report for detailed discussion and action.
It is to be noted that in 2010 the state government had set up special task forces in each district to detect and identify illegal migrants. Detention cells were established in every district to detain outsiders found without ILP. To monitor illegal migrants and their repartition a DIG (Intelligence) was appointed as state nodal officer. But follow up action missed till date.
The state government therefore without delay should constitute the panel and direct district administrations to initiate checking of ILPs throughout the state and on identification of people without documents should be immediately deported.
At the same time the indigenous locals should come forward and help the authority in identifying and deporting illegal people without ILPs out of the state. Legislature, executive, judiciary and the press are equally duty bound to withhold the ILP culture. Every right thinking citizen should realize their responsibility and contribute towards stopping further exploitation by illegal migrants. The movement against Bangladeshis launched by AASU in Assam has compelled the migrants there to look for safe havens, and Arunachal is treated safest in absence of any resistance from local people and its government.
If not woken today, tomorrow may fetch innumerable hardships as the possibility of our culture and land being invaded cannot be ruled out if we still prefer deep slumber. It is wise to strike when the iron is hot.

Dengue cases increasing
Cases of dengue fever have shown a marked increase across the world in recent years. More than 2.5 billion people, accounting for over 40 per cent of the global population, are at risk and the World Health Organisation has said that there are likely to be 50 to 100 million dengue infections every year.

Consultative committee to examine bandh calls
ITANAGAR, Oct 15: The emergency meeting held under the chairmanship of All Nyishi Youth Association president Bamang Taji and attended by All Nyishi Sudents’ Union, Naharlagun Market Welfare Association, students union of Papum Pare, East Kameng, Lower Subansiri and capital complex based associations has unanimously resolved to form a consultative committee comprising all the like minded NGO’s and organizations which would reserves the right to reject or endorse any proposal of bandh call as an autonomous body within capital complex.
“The capital complex consultative committee on bandh call shall thoroughly judge and scrutiny the issue or demands of any organisation whether it is of public interest or not. In case of any violation, the committee shall file an FIR against those organizations, who do not obey and follow the suggestion and instruction of the consultative committee.”
Further, all the damages caused during any ‘illegal bandh’ call that is not endorsed by the consultative committee would have to be compensated by the leaders of the organization concerned.
Endorsing the demand for earmarking a venue either in Itanagar or in Naharlagun to register protest in democratic manner in the form of peaceful dharna, hunger strike, peace march etc., the meeting also urged the state government to establish public grievances cell.
Meanwhile, the meeting unanimously opposed the bandh called by Capital Complex Unemployed Youth Association on October 17 and invited the association to discuss and debate whether it is in public interest or not with the consultative committee on bandh call.

Dirang, a small hill station in West Kameng district has rich tourism potential with
high surrounding snow clad mountains, numerous turbulent streams, roaring rivers,
deep gorges, endless variety of flora and fauna and places of scenic beauty. Being
conscious of the importance of tourism as a vehicle of economic development the small
and homely town has recognized tourism as a thrust area and has opened up a number
of tourist circuits including the Tawang monastery on the Indo-
Dirang is situated 42 kms and 142 kms from the district headquarters Bomdila and
Tawang in Arunachal Pradesh and is at a much lower altitude of 1497 meters/4911 feet
as compared to Bomdila located at 2700 meters/8858 feet and Tawang at 3048/10000
feet. This makes the weather of Dirang much placid, breezy along the river valley
making it a very comfortable and pleasing hill station to stay. The entire township
flourishes along the river Dirang (Dirang Chu in local dialect) running parallel
to the highway, viewing the small and cozy villages scattered around the hills, the
cultivated fields, terraces, pine trees and the kiwi gardens. Bathed in the quintessential
halo of Buddhism and the warmth of the local Monpa tribe helps any tourist to ward
off the bone-
Dirang tenders some of the most exciting spots which a tourist or traveler can explore.
Some of the local attractions amid Dirang are the National Research Centre on Yak
near Yewang Basti, the Regional Apple Nursery and Progeny Orchard at Rungkung, Orchid
centre at Jyotinagar, Kalchakra and Palyul Changchub Dhargyeling Nyingma Monastries.
To witness the other spots of interest, a tourist must travel some distance by a
vehicle. The exiting places are the Dirang Dzong or Fort established in the 17th
century situated at Dirang Basti which represents the authority of the monastic rule
through which the Monpas carried out their public administration during the past.

At a distance of 8 kms beyond Dirang is the famed Sangti Valley which is dotted with numerous picturesque spots ideal for holidaymakers. Some of the prime attractions are the paddy fields which attracts the migratory Black neck crane every year. Government organizations such as Regional Sheep Breeding Farm under Department of Veterinary and the upcoming Krishi Vigyan Kendra under Department of Agriculture, also add to the essence to the valley. The road further takes to Khaso steel bridge which is one of the most ideal places for hang outs and picnics. Every New Year of the English and Buddhist calendar welcomes hundreds of people to throng themselves to make merry, sing and dance with harmony and peace.
The kiwi gardens and the apple orchards can be witnessed on the way back from Sangti village at Namthung and Zimthung villages. Namthung can be an ideal place for promoting angling and rafting if taken on a positive note. Zimthung situated at one of the highest peaks in the hills surrounding Dirang town is bestowed with numerous apple trees and kiwi plantations owned by private entrepreneurs. The best season to experience the taste of the fruits is August for apple and November for kiwi.
Dirang can also be ecologist’s delight as the town may act as a base camp for trekking and bird watching at villages Thembang, Namshu, Mandala Phudung, Morshing, Lubrang, Nyukmadung etc. These places are situated on mountain ridges high up with sparse houses strung far apart with surrounding virgin forests.
Some of the other tourist destinations while visiting Dirang are Chillipam, Shergaon, Tenzingang, Bangazan and Sela pass. Though these places do not have many amenities for stay but these have an intrinsic spectacular scenic beauty and an ideal place to rest for a while.
